摘  要：
我国农村公共品供给普遍短缺与我国长期以来实施的城乡分割的公共品供给政策、自上而下的农村公共品供给决策程序、政府责任划分不清等因素密切相关,要统筹城乡发展,必须按照构建公共财政的思路,建立城乡一体化的公共品供给体系,完善农村公共品供给决策程序,明确各级政府的公共职责,创新农村公共品供给方式。

摘  要：
Because of our current carrying out the public goods supply policy of the urban and rural partition,decision procedure issued from the superior departments of the supply of rural public goods,differentiating unclear government duty in our country etc;Our rural area is in the general absence of public goods.In order to orchestrate the urban and rural development,the government must establish the public goods supply system of urban-rural integration according to structuring public finance' thinking,perfect decision procedure of rural public goods supply,make clear the public duty of governments at all levels,innovate the way of rural public goods.
