传统农耕村的土地股份合作社实践——豫省L村案例

摘  要：
基于河南省沈丘县一个普通农耕村的跟踪调研,对其土地股份合作社**的发生背景及产权设置、经营管理、盈余分配等主要做法进行了分析,认为,该合作社得以产生并稳定运营主要归因于农业生产主体的结构性弱化、家户农业经营的低效、农村能人的威权信任以及强化村级治理的现实需求。尽管合作社发展取得了经济以及社会方面的双重外部效应,但是,其在治理方式、制度规范、经营管理等方面仍然面临难题。提出,传统农耕村的土地股份合作社发展,应本着自下而上的内生原则因地制宜发展、应始终置于合作社基本框架下规范发展、不能简单放弃"政社合一"的治理模式、地方政府应该在发现人才和地方立法两个方面给予更多支持。

摘  要：
Based on the follow-up research of an ordinary farming village in Shenqiu,Henan Province,this paper analyzes the background of its land joint stock cooperative and its main practices such as property rights establishment,management,and surplus distribution. The production and stable operation of the cooperative was mainly due to the structural weakening of the main body of agricultural production,the inefficiency of household agricultural operations,the authoritarian trust of rural people,and the actual need to strengthen village-level governance.Despite the economic and social external effects of the development of cooperatives,they still face difficulties in terms of governance,institutional norms,and management.It is proposed that the development of land joint stock cooperatives in traditional farming villages should be based on the principle of bottom-up endogenous development according to local conditions.Second,it should always be placed under the basic framework of cooperatives to regulate development.Third,it can not simply abandon the"political and social integration"governance model.Last,local governments should give more support in finding talents and local legislation.
