后农业税时代农地流转与经营方式转变分析—以甘州区上秦镇为例

摘  要：
农业税费的减免,减轻了农民负担,增加了农民收入,增强了农民生产积极性,收到了很好的政策导引效果。农地流转方式发生了重大变化,由原来的"自耕""、代耕"、"捡拾耕种"转为"租种",但也出现了负担加重,土地经营行为短期化等新问题。通过对研究区的调查研究,提出了诸如从"零税率"到"高额补偿"、弱化农地的生存保障功能、完善农地产权制度与农地流转机制,以及实施农地流转形式多样化等针对性对策,为推动西部地区农村社会经济发展提供思路与借鉴。

摘  要：
The reduction of agricultural taxes and fees has received a very good effect of policy guidance for reduced the farmers' burden, increased the farmers' income and strengthened the farmers' production enthusiasm. The farmland circulation way has changed significantly, which changed from "owner-cultivation", "displacement-cultivation" and " picking-cultivation" to "rent-farming", but it also had some new situations and new problems, such as heavy burden of farmers, short-term operation mode of farmland. After investigated the target area, some countermeasures were proposed accordingly, such as from "zero tax rate" to "high compensation", weakening the survival protection function of farmland, improve the farmland property rights system and the farmland circulation mechanism and the diversification of farmland circulation modes. It is provided a new thought to promote the development of rural economy in western China.
