激发联盟活力助力产业发展 -以热带花卉产业技术创新战略联盟为例

摘  要：
产业技术创新战略联盟是提升产业技术创新能力和行业影响力的重要产业组织形式,有利于提高产学研结合的程度,促进创新成果快速产业化,推动产业提档升级.热带花卉产业技术创新战略联盟成立于2009年,经过近8年的发展,该联盟在日常工作运转、 联合攻关、 成果转化、 人才建设、 工作计划等方面都取得值得肯定的成绩.本文通过分析该联盟发展以来在助力热带花卉产业发展过程中的现状,总结出联盟会员之间存在合作动力不足、 运行经费有限、 创新活动不活跃等关键问题,并从机制、 政策等方面提出发展建议,以激活联盟活力,发挥联盟作用,推动产业发展,同时为海南省产业技术创新战略联盟的发展提供借鉴和参考.

摘  要：
Strategic sectoral alliances for technological innovation are an important organizing mode to promote the ability and influence of different sectors in innovation and updating of technologies. These alliances were established to improve the integration of production, education and research, promote fast transfer of scientific and technological achievements and updating. The Strategic Alliance for Technological Innovation of Tropical Ornamental Plants and Flowers was founded in 2009. This alliance gained a series of achievements in routine work, joint research, achievement transformation, talent construction and so on over the 8 years of its efforts. The current situation of the alliance in promoting the development of the tropical ornamental flowers and plants was analyzed, based on which some key problems arising from the members of the alliance were pointed out, such as insufficient cooperation,limited operating funds and inactive innovation activities. Some suggestions were put forward from the aspects of policy and mechanism in order to activate the vitality of the alliances, play the role of alliances,promote sectoral development and provide reference for the development of strategic sectoral alliances for technological innovation in Hainan province.
