农业科研机构大型科研仪器设备共建共享机制运行现状及对策建议

摘  要:
科研仪器设备是科学研究和技术创新的基础条件,其共享应用水平是衡量一个国家科技发展水平和潜力的重要标志。文章以中国农业科学院、中国水产科学研究院和中国热带农业科学院为研究对象,在系统梳理三家科研机构大型科研仪器购置使用与共享现状的基础上,深入分析了科研机构共建共享平台的建设运行情况,提出了新时期加快构建统一网络平台、建立共建共享知识产权制度和绩效考评机制等措施和建议。

摘  要:
As the fundamental condition of scientific research and technological innovation, the level of sharing and application of scientific research instruments is considered as an important indicator to measure a country's scientific and technological development level and potential.Chinese Academy of Agricultural Sciences, Chinese Academy of Fishery Sciences,and Chinese Academy of Tropical Agricultural Sciences were taken as the examples in this paper. Based on the systematic investigation of conditions of purchasing, application and sharing of the scientific reseaech instruments in these research institutions, the construction and operation conditions of the sharing constructing platform in these institutions were deeply analyzed. Measures and suggestions were proposed, such as, accelerating the construction of a unified network platform in the new era, establishing sharing intellectual property system and performance evaluation mechanism, etc.
