政策支持、资本技能互补与农产品加工企业技能结构升级

摘要：

技能结构升级是促进农产品加工企业高质量发展的重要驱动力,而政策支持是突破农产品加工企业劳动密集发展局限的可行思路。本文根据资本技能互补理论,利用中国工业企业数据库,以2002年实施的支持政策为准自然实验,利用双重差分模型研究政策支持对农产品加工企业技能结构的影响及其升级路径。研究发现,政策支持有助于促进重点领域农产品加工企业技能结构升级,使重点领域农产品加工企业技能型劳动力比非重点领域农产品加工企业技能型劳动力提高约2.5%;政策支持的技能结构升级效应因企业产权属性和地区资源禀赋而存在产权和空间异质性;政策支持有助于降低农产品加工企业税费支出,缓解其融资约束,提高其资本存量,引致技能型劳动力相对需求增加,进而促进其技能结构升级。根据研究结论,为完善农产品加工企业支持政策和促进农产品加工企业技能结构升级提出三点政策建议。

摘要：

Based on the labor-intensive attributes and policy support intensive characteristics of agricultural product processing enterprises, this paper studies the path of its skill structure upgrade. According to the theory of Capital-Skill Complementation and taking the policy implemented in 2002 as a quasi-natural experiment, we used the database of Chinese industrial enterprises and the DID model to study the impact of policy support on the skill structure upgrade of agricultural product processing enterprises. The study found that policy support helps promote the skill structure upgrade of agricultural product processing enterprises in key areas, and increases the experimental group by about 2.5% compared with the control group. Due to differences in ownership and regional resource endowments, the effect of policy support on the skill structure upgrade of agricultural product processing enterprises is heterogeneous. Policy support has lowered taxes on agricultural product processing enterprises, eased their financing constraints, increased their capital stock, and thereby promoted their skill structure upgrade. According to the research, three policy recommendations are proposed for improving the supporting policies and promoting skill structure upgrade of agricultural product processing enterprises.
