塔里木河流域绿洲生态水权的流域分配研究

摘  要：
缺少绿洲生态水权流域分配及其研究制约了塔里木河流域绿洲生态水权分配纳入流域水量分配方案,影响了绿洲生态环境的维护与恢复重建;为此,首先明确界定了塔里木河流域绿洲生态水权的流域分配内涵,然后确定了绿洲生态水权的流域分配方法和模型,计算了塔里木河流域绿洲生态水权流域分配,主要结果表明:绿洲生态水权纳入流域水权初始分配是落实三源流和干流上中下游生态水权主体权责与客体分配的重要制度保障。塔河流域绿洲生态水权流域分配主要在叶尔羌河流域与干流中下游;年内分配主要在3-5月和6-9月。而且,适宜绿洲生态水权流域分配与绿洲维持恢复生态水权流域分配较高。这不仅是塔河流域绿洲生态水权流域分配方案确定的参考依据,也成为绿洲生态水权行政区域分配的基础。

摘  要：
It limits the allocation of oases ecological water rights into the plan of water allocation in Tarim river basin,and affects the maintenances and restoration of oases ecological environment,to be absent from the river basin allocation of oases ecological water rights;so firstly the paper gives the definition of the river basin allocation of oases ecological water right,and then determines its method and model of allocation,calculates its allocation;the results are as follows:It is an important systematic protection to carry out the subject's rights and responsibilities and object's allocation of oases ecological water rights,that the allocation of oases ecological water rights into the primary allocation of water rights in Tarim river basin;the allocation of oases ecological water rights is mainly in the three source and the upstream,middle parts and lower reach of mainstream in Tarim river basin;it is mainly in the source of Tarim river,and its yearly allocation is from March to May and from June to September;and the river basin allocation of suitable oases ecological water rights of maintenance and the river basin of oases ecological water right of maintenance and restoration is much higher;it isn't the basis to make up the allocation plan of oases ecological water rights,but also it is the one of its administrative region allocation in Tarim river basin.
