本文从农业基本建设项目的建设管理、资金管理、内部控制制度及地方配套资金等方面存在的问题入手,探寻造成现有问题的原因,并针对存在的问题,依据相关法律、法规和制度提出相应对策,以确保资金使用效益。

Considering the problems about agriculture capital construction's construction managing, fund managing, the system of inside control and local related fund, this paper analyzes existing problems and finds out the reasons. Then, based on related laws, legislations and systems, the paper puts forward corresponding measures to guarantee the utilization benefit of the fund.
