非传统安全体系中海洋生态安全的地位与意义

摘  要:
海洋是人类生存和发展的基本环境和重要资源,人类可持续发展越来越多地依赖海洋。但近年来,随着经济的快速发展,人类的活动领域和经济行为不断向海洋延伸,有限而且脆弱的海洋资源正在应付着人类没有节制的利用,我们在不断向海洋索取有价值的资源的同时,却不断地向海洋排放、置弃有毒有害的污染物,这些污染物的集聚效应将会对海洋生态环境造成巨大的压力和危害,进而影响到海洋生态系统对人类的经济服务能力,最终导致人与海洋的生态失衡。正确认识海洋生态安全的地位和作用,对于我们保证海洋资源的可持续利用、海洋经济的可持续发展、人与海洋生态系统的和谐相处具有重要意义。

摘  要:
Marine is the basic environment and important resource for human survival and development,and the sustainable development of human is increasingly dependent on marine.But in recent years,with rapid economic development,the field of human activity and economic behavior continuously extends to the ocean,limited and fragile marine resources is to cope with the unrestrained use of mankind.At the same time we continue to obtain valuable resources from the ocean,but to emit and abandon toxic and hazardous pollutants to the ocean,the combined effect of these pollutants will cause great stress and harm to the marine ecological environment,thereby affecting the economic service capabilities of marine ecosystems,and ultimately lead to ecological imbalance of the human and the ocean.Correct understanding of the status and role of the marine ecological security is of great significance for us to ensure the sustainable use of marine resources,the sustainable development of marine economy,human and marine ecosystem in harmony.
