奶业产业化进程与政府职能转变

摘  要:
进入新世纪以来 ,中国奶类的总产量和乳制品产量持续增长 ,奶业已经成为农业发展中的一个热点行业。本项目结合笔者 2 0 0 4年 1~ 3月间对黑龙江省和上海市两地的调研 ,着重研究政府在奶业产业化进程中的职能转变。通过对现实经济中原料奶生产者与乳品加工企业间契约关系的分析 ,抽象出奶业产业化的一般规律 ,并从经济学的角度分析了政府在这一进程中的职能转变。研究认为 :中国奶业产业化的变迁基本上是政府主导的供给型的制度变迁 ;“组织化养殖场 +公司”是奶业产业化发展的必然趋势 ,如何提供适宜组织创新的政治、法律环境是今后政府职能发挥作用的重点。

摘  要:
Since the beginning of the new century, the total pr oduction of raw milk and dairy products has increased steadily in China and the dairy industry has become a hot trade in the agricultural development. The trans formation of government functions in a process of dairy industrialization is emp hatically studied here on the basis of the investigation made by authors in Heil ongjiang Province and Shanghai City during January~March of 2004. The contractu al relationship between raw milk producers and dairy processors is firstly analy zed, then general rules in dairy industrialization are drawn, and lastly the tra nsformation of governmental functions in this process is economically analyzed. It is concluded that the evolution of Chinese dairy industrialization is basical ly a change of the supply system led by the government, the natural trend of dev eloping dairy industrialization is “organized farms+company”, and the key gove rnmental functions in the future are how to create a political and legal environ ment suitable for the innovation.
