国有林区林业经济转型博弈分析——基于大小兴安岭生态功能区建设

摘  要：
大小兴安岭生态功能区的建设为实现国有林区林业经济转型指出了新的方向,也为实现国有林区生态文明、构建和谐林区提供了重要的突破口。大小兴安岭国有林区林业经济转型涉及中央政府、地方政府及国有森工企业三者的利益,通过构建博弈模型,求得混合策略纳什均衡解,发现无论是在完全信息静态博弈还是动态博弈中,参与者都会根据自身的收益预期进行投入决策。最后,针对利益博弈分析结果,给出了若干完善大小兴安岭生态功能区建设、促进国有林区林业经济转型的策略。

摘  要：
The construction of Daxiaoxingan Mountains Ecological Function District not only points out a new direction to economic transition of the state-owned forest regions, but also provides an important breakthrough to ecological civilization formation to build harmonious forest districts. The economic transition involves the interests of the central government, local government and state-owned forestry enterprises.This paper designed a game model of the economic transition to obtain the mixed strategy Nash Equilibrium Solution and found that, whether in the static game of complete information or the dynamic game, the participants would make investment decision according to their own expected revenue. Finally, based on the results of the game model, this paper gave some strategies of improving the construction of the Daxiaoxingan Mountains Ecological Function District and promoting the forestry economic transformation.
