退捕渔民利益补偿政策中政府失灵及其矫正——以长江大保护背景下洪湖自然保护区为例

摘  要：
洪湖自然保护区作为长江大保护背景下实现退捕的第一批自然保护区,有其实验性,是国家决心建立绿色发展的长江经济带重要"先行者"和"见证者",而退捕渔民的利益补偿问题是洪湖自然保护区全面退捕的核心问题。但对当地渔民利益补偿问题存在着政府失灵的现象,表现为决策失误、执行效率低、再分配不公以及权力监管缺位,需要从保障公民参与、运作渔民权利维护机制、再分配实现"兜底"和"帮扶"以及建立健全监督审查体制四个方面进行矫正。

摘  要：
Honghu Nature Reserve, as the first batch of nature reserves to withdraw catches under the background of the great protection of the Yangtze River, has its experimental nature. It is an important "forerunner" and "witness" of the country's determination to developing ecologically in the Yangtze River Economic Zone, and the compensation for the interests of fishermen withdrawing from catching is the core issue of the work. However, there are government failures in compensation for local fishermen's interests, which are manifested in decision-making errors, inefficient implementation,unfair redistribution and lack of power supervision. Corrections should be made in four aspects:guaranteeing citizen participation, operating fishermen's rights protection mechanism, redistributing by "bottom-up" and "help" and improving the supervision system.
