农民土地承包经营权抵押融资改革分析

摘  要:
本文对武汉、枣庄等先行开展农民土地承包经营权抵押融资改革的地区进行典型案例调查分析。结果表明,改革已产生一定影响,表现为农村信贷供给增加和部分经营规模较大的新型经营主体信贷获取能力提高。同时,案例地区以"交易—鉴证—抵押"为核心的抵押融资模式具有一定的可复制性。但是,由于当前经营权流转和抵押期限较短,抵押价值较低,仍难以独立发挥抵押作用,需要其他形式的抵押担保为其增信。同时,改革依赖于地方政府的制度支持、风险担保或补贴,才能激励金融机构增加供给,其商业可持续性仍不确定。因此,现阶段农民土地承包经营权抵押贷款很大程度上仍类似于政府的政策性贷款,属于地方政府支持农业规模经营的政策。

摘  要:
This paper surveys some pilot cities and counties in Wuhan and Zaozhuang,which carry out the pilot reform of rural property rights system. The result shows that pilot areas have developed new mortgage model of rural land contractual management right that named "transaction- authentication- mortgage"and it can be replicated by some other area. However,rural land contractual management right mortgage is more likely as policy loans because it is more depended on government support and subsidies. So if the supply willingness of banks is depend on the scale of subsidies then it maybe not commercial sustainable. In addition,we found that rural land contractual management right mortgage need some other collateral as the reassurance tools and mainly focus on some large-scaled households or companies.
