基于市场价值法的溢油对海洋环境容量损失评估研究

摘  要：
根据市场价值法的原理引入环境容量价值计算公式,通过引入海洋行业系数对环境容量价值计算公式进行修正,进而建立溢油事故对海洋环境容量损失的评估模型。基于模型估算出康菲溢油事件对渤海海洋环境容量造成的损失为86.59亿元,此次溢油事故造成的污染强度大于墨西哥湾漏油事故造成的污染强度,并分析了此次溢油事故对渤海生态环境造成的损害。提出包括完善溢油对海洋生态环境损失的评估模型、建立溢油损害赔偿基金制度、加强溢油应急体系建设、健全海洋溢油污染的相关法律、加大惩罚力度的应对溢油污染的对策。

摘  要：
This paper brings in the computing formula of marine environmental capacity based on the theory of market value method,then revises the formula by introducing coefficient of marine industry,at last establishes the model which can evaluate the loss of marine capacity oil spill makes.The paper works out the loss that the ConocoPhillips oil spill event created is 8.65billion,which is more serious than the Mexico Gulf oil spill event,the paper also analyses the Bohai sea ecological environmental damage that the oil spill event made.At last this paper put forward suggestions to deal with oil spill which include perfecting the oil spill evaluating model 、establishing compensation funding of oil spill、reinforcing the establish of oil spill emergency system and perfecting the law.
