实施“天保”工程后姚安县产业结构的调整和优化

摘  要：
云南省姚安县地处长江上游属金沙江水系 ,被列为“天保”工程区 ,包括森林管护 730 6 7hm2 ,公益林建设 84 0 7hm2 ,目前工程已经启动。由于停止天然林采伐 ,大幅度调减了木材产量 ,给姚安县林区经济及就业造成了极大的压力 ,因此必须进行产业结构调整 ,培育新的经济增长点 ,以保证林区社会的稳定。其思路主要包括 :加大森林资源管护力度 ,保护生物多样性 ;普及山区多种能源建设 ,降低森林资源低价值消耗 ;实行大牲畜圈养 ,发展养殖业 ;结合营造林建设 ,把蚕桑业建成支柱产业

摘  要：
Yao'an county is located in the upstream of Yangzi river, belong to Jinshajiang water system. It was included in Natural Forest Protection Project, and the engineering has started. The tasks of Natural Forest Protection Project in Yao'an county included forest management of 73 067hm 2, construction of public benefit forests of 8 407 hm 2. Stop logging of natural forests, the productivity of timber decreased to a big extend, therefore brought about very big pressure on economic development and employment obtaining to forest regions. It is necessary to adjust the industry structure, create new economic increasing point, so as to ensure the social stability of forest regions. Development thoughts were put forward as the following: (1) Strengthen the protection and management of forest resources, protect bio_diversity, (2) Extend substitute of rural energy, decrease the low value consumption of forest resources, (3) Develop stall_feeding of livestock, (4) Combing with forest cultivation, develop silkworm raising as a 'pillar'industry.
