本调查报告对我国履行《烟草控制框架公约》之前的基本情况分 15个专题所采集的资料进行分析认为 :关注健康成为人类社会文明进步的主流 ,但未来一段时间内吸烟人口将不会有很大变化。中国已经形成了比较完备的控烟法规体系。烟草业要努力降焦减害 ,树立负责任的社会形象。要关注卷烟包装、烟草税收、烟草走私、未成年人吸烟等问题 ,使履约控烟和烟草经济平衡发展。烟草业履约的基本思路是 :关注健康 ,履行义务 ,加强自律 ,平衡发展

摘 要：
Information on 15 special subjects about general situation of China's Tobacco Industry was collected. It points out that although health-regard has become the mainstream of the human progress in society and civilization, there will be little change in the smoking population. At present relatively sophisticated system of tobacco control laws and regulations has been established in China. However, more efforts must be taken to enforce the laws. It is essential for China's Tobacco Industry to lower tar and reduce harm in cigarettes and thus establish responsible social image. Great attention should be paid to the social pressure and influence caused by such issues as cigarette package, tobacco smuggling, and smoking of minors phenomena so as to keep the balance between tobacco control and tobacco economic development after the FCTC is implemented in China. It is concluded that the basic FCTC implementation principles are health-regard, obligation performance, self-discipline enhancement, and balanced development.
