介绍了《烟草控制框架公约》第13条烟草广告、促销和赞助实施准则,综合比较了我国和世界其它国家在广泛禁止或限制烟草广告、促销和赞助方面的情况,并结合我国国情,对准则相关条款进行了适用性分析,提出了可分步执行条款和暂时无法执行条款的建议。

摘  要:
The guidelines for implementing Article 13 of WHO Framework Convention on Tobacco Control(FCTC),i.e.article on tobacco advertising,promotion and sponsorship was introduced and analysized.Comparison was made between China and others countries on regulations on tobacco advertising,promotion and sponsorship.Suggestions were provided for China on implementing the guidelines gradually by dividing provisions into two categories: ready to implement and temporarily unable to implement.
