在介绍合理利用土地应该遵循的原则的基础上,探讨了农地合理利用中公权力与农民地权的冲突,提出了农地合理利用中保护农民地权的对策,以期使农地可持续地发挥其最大的社会、经济、生态效益,为政府决策提供依据。
