改革开放40年我国农业保险制度的演进轨迹及前路展望

摘  要：
改革开放40年来我国农业保险制度发展曲折前行。本文梳理农业保险制度演进历程,从农业保险产品、农业保险经营主体、政府补贴、大灾风险分散等方面解释了农业保险制度的演进逻辑,发现政府引导及面向农户需求是我国农业保险成功的关键。提出作为农业保护制度的重要工具——农业保险的下一步改革方向:建立健全以农业保险为核心的农业风险保障体系、多层次农业保险产品体系、目标精准的保险补贴体系、有序竞争的农险经营体系、农业巨灾风险分担机制以及农业保险数据库。

摘  要：
Chinese agricultural insurance system has gone through a tortuous in past forty years. We summed up and analyzed the evolution of the agricultural insurance system,and explored the inherent logic of the evolution of the agricultural insurance system rom aspects such as agricultural insurance products,agricultural insurance business entities,government subsidies,and risk dispersion of major disasters. We find that the agricultural insurance system should involve under the leadership of the government,and proceed to the needs of the agricultural producers. Agricultural insurance gradually developed into an important tool of agriculturalprotection network. Finally,we proposed agricultural insurance reforming directions.
