改革开放四十年:中国农业保险制度的变迁与创新——历史进程、成就及经验

摘  要：
改革开放四十年来,中国农业保险制度的发展与变迁几经沉浮,取得的成就举世瞩目,也曾经历了市场的低迷与徘徊,其中成就与经验值得总结。为此,本文以制度经济学理论为基础,结合福利经济学理论,回顾近四十年来中国农业保险制度发展的历史进程,分析改革开放以来中国农业保险制度变迁的演进特征和演进逻辑,总结中国农业保险制度变迁中的历史成就和成功经验,并对新时代、新背景下农业保险制度的发展目标进行总结,通过理论洞察为中国农业保险制度的发展与创新提出有益建议。

摘  要：
After 40 years of opening up and reform,China's agricultural insurance system has undergone several ups and downs,and achieved remarkable achievements,and has experienced the market downturn and wandering,among which achievements and experience are worth summarizing. Therefore,Based on the theory of institutional economics and the theory of welfare economics,this paper reviews the historical process of the development of China's agricultural insurance system in the past 40 years,analyzes the evolution characteristics and evolutionary logic of China's agricultural insurance system since the opening up and reform,and summarizes the historical achievements and successful experiences in the changes of China's agricultural insurance system,at the same time,developmental goal of the agricultural insurance system under the new background is also summarized. Last but not least,some useful suggestions are put forward for the development and innovation of China's agricultural insurance system through theoretical insight.
