摘  要：
界定了集体林权流转的内涵和外延,分析了当前集体林权流转的主要特点,深入研究了当前集体林权流转存在着缺乏专门的法律法规规范,流转管理服务不到位,流转程序和内容不规范,滞留大量历史遗留问题,流转收益分配使用不够合理,森林资源资产评估体系不完善,以及政府行政干预林权流转等问题。提出了规范集体林权流转的对策建议。

摘  要：
This paper defines the conception and different forms of tenure transfer of the collective forestry (TTCF). Bases on listing the main characters, it analyzes TTCF's existing such problems as that there is a lack of specific regulation support and management services in place, and transfer procedures and content not standardized, a large number of historical issues remain, distribution of income from transfer is not enough rational, imperfect system of forest resource property assessment, and administrative intervention. Recommendations for transfer of collective forest tenure management have been proposed respectively to guide the transfer in a healthy way.
