坚持实事求是的思想路线做好退耕还林工作

摘  要：
实事求是,是马克思主义中国化的理论精髓,是我们党指导思想的活的灵魂,准确理解实事求是的科学内涵,在工作中真正做到实事求是,对我们每个党员干部极为重要。退耕还林是党中央、国务院从客观实际需要出发,为改善我国生态环境做出的重大决策。工程实施十多年的实践证明,这一工程极大地改善了工程区的生态面貌,调整了农村产业结构,促进了农民增收、农业增效、农村发展及社会形态的转变,受到广大基层干部群众的热烈拥护,同时大大增加了森林碳汇,得到了国际社会的高度评价,提升了中国政府的形象。当前,新一轮退耕还林工作面临着陡坡耕地中非基本农田认定复杂,退耕计划任务落实到具体地块困难,具体退耕地块零散分布、工作成本高等问题,建议采取逐步将陡坡耕地中基本农田调整为非基本农田实施退耕还林还草,加强各有关部门之间的沟通协调,适当提高退耕还林补助标准等措施,促进退耕还林工作有效开展,顺利实施。

摘  要：
Seeking truth from facts,is the theory essence of Sinicization of Marxism,is the soul of our party on the guiding ideology.Accurately understand the scientific connotation of seeking truth from facts and apply to the work,which is very important to each party member.Grain-to-Green Program is a major policy decision which the Party Central Committee and the State Council from objective actual need and improving the ecological environment in our country.For the last ten years or so,this project has greatly improved the ecological landscape,adjusted the rural industrial structure,promoted the farmers' income,agricultural efficiency,rural development and the transition of the society,supported by the broad masses grassroots cadres,at the same time greatly increased the forest carbon sinks,highly evaluated in international community,promoted the image of the Chinese government.At present,a new round of Grain-to-Green Program facing a series of problems,such as the basic farmland complex in steep slope cultivated land,task implementation difficulty in specific lands,concrete lands scattered distribution,job cost higher,etc.It is suggested adjust the basic farmland to the non-basic farmland gradually in steep-sloping land,strengthen communication and coordination between departments,appropriate allowances,to promote the carry out of Grain-to-Green Program effectively.
