摘 要：
在京津冀现代农业协同发展当中,科技和体制机制改革发挥着至关重要的作用.为加快推动京津冀现代农业协同发展,通过实际调研及资料搜集,对京津冀现代农业协同发展进展进行了研究,得出:京津冀区域农业协同发展首先要以科技为突破口,放大农业科技创新、应用、扩散效应才能较快地提升整个区域的农业竞争力和发展水平;同时,要注重加强顶层设计,构建区域农业协同发展问题解决与利益共享机制,减少产业间的进入壁垒,降低交易成本,激发农业发展活力.双管齐下才能更有利于形成目标同向、措施一体、优势互补、利益相连的现代农业协同发展新格局.

摘 要：
In the coordinated development of modern agriculture in Beijing, Tianjin and Hebei, technology and institutional reform played a vital role. In order to accelerate the coordinated development of modern agriculture in Beijing, Tianjin and Hebei, the progress of the coordinated development of modern agriculture was studied based on the investigation analysis and data collection. It was concluded that the coordinated development of agriculture in the Beijing-Tianjin-Hebei region science and technology should be taken as a breakthrough first, and enlarge the agricultural science technology innovation, application, and diffusion effects in order to quickly improve the agricultural competitiveness and development level of the region. At the same time, it was necessary to focus on strengthening the top-level design, constructing a regional solving and benefit sharing mechanism of agricultural cooperative development, strengthening the competition and cooperation, reducing barriers and transaction costs, and stimulating the vitality of agricultural development. A two-pronged approach could be more conducive to the formation of a new pattern of coordinated development of modern agriculture with the same goal, integrated measures, complementary advantages and interests.
