京津冀现代农业协同发展进展与展望

摘 要：
[目的]京津冀区域农业协同发展不是普通意义上的增量改革,而是涉及多方面的存量改革尝试和具体实践。总结4年多来三地农业协同发展的特征,并分析协同发展中存在的制约瓶颈,有利于把握农业协同发展现状,揭示三地农业协同发展的切入点,进而为实施有效调控、优化资源配置提供参考借鉴。[方法]基于京津冀协同发展上升为国家重要发展战略的重大背景,重点采用文献综合分析、专家调研访谈等方法,梳理京津冀农业协同发展开展的多种活动和项目对接内容等,提炼了区域农业协同发展中呈现的特征和面临的主要问题。[结果]指出未来京津冀现代农业协同发展的重点在于:以体制机制协同创新为保障,加强顶层设计;以科技协同创新为突破口,推进科技与农业紧密结合;以市场协作为导向,推进统一市场建设;以生态建设协同为前提,提亮农业发展底色。[结论]可为探索京津冀现代农业协同发展道路、制定有针对性的推进策略提供参考借鉴。

摘 要：
The agriculture synergetic development in Beijing-Tianjin-Hebei region is not an incremental reform in the ordinary sense,but involves many aspects of inventory reform attempts and specific practices. This paper summarized the characteristics of agriculture synergetic development in the three places over the past four years and refined the bottlenecks in the coordinated development,which was conducive to grasp the current status of synergetic development and reveal the starting point for the synergetic development of agriculture in the three places. It could provide reference for the implementation of effective regulation and optimization of resource allocation. Based on the synergetic development of the Beijing-Tianjin-Hebei region as the background of the country' s important development strategy,the paper combed the various activities and project docking of the collaborative development of agriculture in Beijing-Tianjin-Hebei region,and analyzed the characteristics and problems faced in the synergetic development of regional agriculture by comprehensive literature analysis,expert research interviews,and other methods. Beijing-Tianjin-Hebei modern agricultural synergetic development should focuse on the institutional mechanisms collaborative innovation by strengthening top-level design,take scientific and technological collaborative innovation as a breakthrough to promote close integration of science,technology and agriculture,take market-oriented for cooperation to promote a unified market development,and take the ecological construction as a prerequisite to enhance agricultural development foundation. It could provide reference and strategy for exploring and formulating the synergetic development of modern agriculture in Beijing-Tianjin-Hebei region.
