我国农业科研机构基本建设项目现状及对策建议

摘  要：
随着我国综合国力的不断增强和农业现代化建设的持续推进,党的十九大已经把我国乡村振兴和社会主义新农村建设作为国家战略提到党和政府工作的重要议事日程上来,对农业科研机构基本建设项目的投资力度也随着国家对农业科研投入的持续增长而加大,而我国农业科研机构对基本建设项目的管理水平一定程度上制约着农业科研机构的发展,甚至对农业科技进步和农业现代化进程及社会主义新农村的建设产生影响.笔者结合自己在农业试验示范基地多年的管理经验,以及借鉴国内其他农业基本建设项目的管理经验,对我国农业科研机构基本建设项目管理中普遍存在的问题进行系统梳理、研究和探索,并从提高对农业科研基本建设项目的认识、完善农业科研机构基本建设项目的管理和运行机制等方面,提出了加强我国农业科研机构基本建设项目管理的对策建议.

摘  要：
With the continuous enhancement of China's comprehensive national strength and the continuous advancement of agricultural modernization, the Nineteenth National Congress of the Communist Party has put rural revitalization and the construction of new socialist countryside on the important agenda of the work of the Party and the government as a national strategy. The investment in fundamental construction projects of agricultural scientific research institutions has also increased with the sustained growth of the national investment in agricultural scientific research. To a certain extent, the management level of agricultural scientific research institutions in China restricts the development of agricultural scientific research institutions, and even has a negative impact on the progress of agricultural science and technology, the pace of agricultural modernization and the construction of new socialist countryside. Combined with the author's experience in the management of agricultural experimental and demonstration bases for many years, and learning from other experience of the management of fundamental construction projects in agricultural scientific research institutions in China, the problems found in the management and implementation of fundamental construction projects in agricultural scientific research institutions were combed, studied and explored systematically. Some suggestions for further standardizing the fundamental construction projects of agricultural scientific research institutions in China were put forward from such aspects as boost the recognition of such projects, improving management and operation of these projects.
