基于PPP模式的林业生态扶贫建设项目研究

摘  要：
林业生态扶贫建设项目对于深化林业改革、加快生态建设、优化产业结构及助推脱贫攻坚、促进社会经济发展具有十分重要的意义。本研究以丽江市林业生态扶贫贷款项目为对象,从项目的属性、空间分布、配套设施、组织管理、创新技术应用、运营与维护等方面分析了项目特性,结合目前已开展的部分工作,剖析了项目实施过程中存在的主要问题,并在项目论证、设计、投资、组织管理及运营维护等方面提出了建议,以期为本项目的后续开展及同类项目的推广提供参考。

摘  要：
The construction project of forestry ecological poverty alleviation is of great significance for deepening forestry reform, speeding up ecological construction, optimizing industrial structure and promoting poverty alleviation and social and economic development. Taking the Forestry Ecological Poverty Alleviation Loan Project of Lijiang City as the object, the project characteristics were analyzed from the aspects of project properties, spatial distribution, supporting facilities, organization management, application of innovative technology, operation and maintenance. Combined with part of the work carried out so far, this study analyzed the main problems existing in the process of project implementation, and putted forward suggestions in the aspects of project demonstration, design, investment, organization and management, operation and maintenance, with a view to providing reference for the follow-up of this project and the promotion of similar projects.
