林业在农村精准扶贫中的优势、劣势与对策——基于滇东南文山州倮可腻村的调查

摘  要：
对云南省文山州砚山县维摩乡倮可腻村精准扶贫情况进行调查,分析农村贫困家庭的致贫原因,主要有居住分散且生产条件落后、生态环境恶劣、资源贫乏、产业单一,以及缺技术、因病因残缺乏劳力,因婚、因灾、因学等原因致贫。林业对农村贫困家庭精准扶贫的优势有林业惠农政策助推脱贫、集体林权制度改革破解致富瓶颈,林业产业经济稳固脱贫成果;劣势有短期效益不明显,难以调动贫困户发展积极性,惠农政策落实不到位,林业产业附加值低等。藉此提出转变林业资源利用方式、大力发展乡村旅游,林业与农业发展长短结合、优势互补,创新管理体制,强化为民服务责任意识,创新林业经济发展模式等对策。

摘  要：
This paper investigated the status of targeted poverty alleviation in Luokeni Village,Weimo Township,Xianshan County,Wenshan Zhuang and Miao Autonomous Prefecture.The poverty reasons of poor rural families included scattered living,poor production condition and ecological environment,lacking resource,industry and technology,as well as poor labor in the cause of illness,disability,marriage and disaster.The advantages of forestry for the targeted poverty alleviation of rural poor families included promoting poverty alleviation by the forestry benefiting farmers policy,solving the bottleneck of getting rich by the reform of collective forest rights system,and stabilizing achievements by the forestry industry.The disadvantages were not obvious short-term benefits,difficult to mobilize the initiative of poor households and implement the policy to benefit farmers,and low added value of forestry industry.This paper suggested to change the utilization way of forestry resources,develop rural tourism,complement the advantages of forestry and agricultural development,innovate the management system,strengthen the sense of responsibility for serving the people,and innovate the development mode of forestry economy.
