摘  要：
森林火灾是一种突发性强、地域广、蔓延快、处置难、危害性大的自然灾害,位于森林三大自然灾害(病害、虫害、火灾)之首。本文结合实际工作经验,对华阴市集体林权制度改革后森林防火工作中出现的新问题进行简要的分析和探讨,并提出一些建议和对策,旨在提高当地森林防火工作的整体水平。

摘  要：
Collective forestland tenure reform is an important issue influencing the rural development.Huayin,as one of the first group of counties in Shaanxi province for pilot experiment since 2007 has carried out serial work to establish diversified management system to make the diversified owners of management,different management systems,and decentralized the powers.Forest fire has been ranked as the top of three natural disasters attacking forest is of great threat to forest.After the forestland tenure reform,how to prevent the forest fire is the new problem needed to be solved.The paper proposed some suggestions for forest fire control.
