林地产权安全对农户林业管护行为的影响研究-来自南方集体林区浙江、江西省林农的调查

摘  要：
林业管护是提高集体林生产力和蓄积量的关键.本文利用南方集体林区浙江、江西两省766份农户调研数据, 分别运用负二项模型和Tobit模型实证检验了集体林权制度改革后林地产权安全对农户林业管护次数、管护强度的影响.研究结果表明:事实产权安全对农户林业管护次数和管护强度的激励作用并不明显, 而感知产权安全则可以显著提高农户管护次数和管护强度;交互作用分析发现, 事实产权安全程度的提高明显强化了感知产权安全对农户管护次数和管护强度的正向激励, 且与没有林权证和部分林地有林权证的农户相比, 对于所有林地都有林权证的农户, 其较高的感知产权安全会显著提高林业管护次数和管护强度.因此, 为调动林区农户林业管护积极性, 应继续深化集体林权改革, 完善确权颁证工作, 加强政策宣传力度, 关注农户产权安全主观评价, 着力提高林地产权安全性.

摘  要：
Based on the 766 household survey data in Zhejiang and Jiangxi provinces, this paper employs Negative Binomial model and Tobit model to examine the impact of forestland tenure security on farmers' forestry management. The results indicate that: actual tenure security has no significant stimulating effect on the management times and intensity, and perceived tenure security cansimultaneously improve the management times and intensity. Specifically, the improvement of actual tenure security cansignificantly increase the positive impact of perceived tenure security on the times and intensity of forest management.
