荆州市夏季高温干旱成因及防御对策

摘  要:
分析了2013年夏季高温干旱天气特点和环流成因,评估了夏旱给荆州市相关行业造成的影响,并提出了应对干旱天气的决策建议。结果表明:2013年严重夏旱期间,荆州市晴热高温天气(最高气温≥35℃)多达31~45 d,是1961年以来同期最高值,其中公安地区极端高温突破历史极值;同时夏旱期间日照时长显著偏高,降水量明显偏少。西太平洋副热带高压较强和控制时间长,不利于南方水汽向北输送,降水量持续偏少;冷空气位置偏北,台风活动偏南,多晴热高温天气。荆州市夏季持续高温干旱天气对水利、畜牧水产、农业等各行业造成严重影响,直接经济损失达13.39亿元。持续高温干旱灾害性天气防御对策包括人工影响天气、节约用水、水资源监测、治理流域水系、调整农业结构布局等。

摘  要:
The characteristics of high temperature and drought in summer of 2013,and causes of circulation were analyzed. Influences of summer drought on relevant industries in Jingzhou Region were evaluated,corresponding policy suggestions were put forward. The results showed that hot weather( maximum temperature≥35 ℃) in Jingzhou Region was up to 31- 45 d,the highest value in the same period since 1961,Gongan Region break through historical extreme value. During summer drought period,sunshine duration was significantly higher,and precipitation was obviously less. The stronger Western Pacific subtropical high pressure and long control time were not conductive to vapor transport from south to north,rainfall was less. Continuous high temperature and drought weather in summer in Jingzhou Region had serious impacts on water conservancy,animal husbandry and fishery,agriculture,direct economic loss was up to 1. 339 billion yuan. Defense measures for high temperature and drought weather were put forward,including weather modification,water-saving,water resource monitoring,control of water system,adjustment of agriculture structure layout and so on.
