烟农专业合作社建设现状与改革发展的思考

摘  要：
介绍了吉安烟农合作社服务覆盖面不断扩大、组织运行机制不断完善、资产管理管护不断规范、专业化服务范围不断扩大和多元化增收渠道不断拓宽的建设现状,分析了当地烟农合作社发展中存在的能人效应不突出、内部管理规范性不高、专业化服务发展不平衡、缺乏自我发展动力和多元化经营能力薄弱等5个问题,并结合吉安市烟叶生产工作实际,提出了烟农合作社改革发展的建议,主要有突出能人治理,提升合作社经营管理水平;完善治理体系,促进合作社规范化运营;加大培训力度,提升专业化队伍服务水平;建全考核机制,激发合作社内在动能;推动多元经营,提高合作社"自我造血"能力。

摘  要：
This paper introduces the current situation of the construction of Jian tobacco farmer cooperative, including the expanding service coverage, the perfecting of organization and operation mechanism, the standardization of asset management, the expanding of specialized service scope and the widening of diversified Income-increasing channels. Five problems in the development of local tobacco farmers' cooperatives are analyzed, such as lack of prominent talent effect, low standardization of internal management, unbalanced development of specialized services, lack of motivation for self-development and weak diversification management ability. Combining with the practice of tobacco production in Ji'an City, the paper puts forward some suggestions for the reform and development of tobacco farmers' cooperatives, such as emphasizing the management of capable people, improving the management level of cooperatives,improving the management system, promoting the standardized operation of cooperatives, intensifying training efforts, improving the service level of specialized teams, establishing a comprehensive assessment mechanism, stimulating the internal momentum of cooperatives, promoting diversified management, improving cooperative's ability of "self-hematopoiesis".
