摘要：

中央级农业科研单位是我国农业科技创新的主要力量。文章基于SWOT分析法,研究提出了中央级农业科研单位条件建设的三种投资策略,即积极推进型、选择推进型和积极回避型,并结合中国农业科学院的实证分析,提出了加强政策研究,形成建设投资新局面;重视基建队伍建设,促进基建人员能力提升;强化沟通协调作用的发挥,推进建设投资管理效率提升等对策与建议。

摘要：

Central agricultural research institutes are the main forces of agricultural science and technology innovation in China. Based on SWOT analysis method, the three investment strategies of conditional construction of central agricultural research institute were put forward in the paper, i.e., active promotion, selective promotion and active avoidance. Combined with empirical analysis of CAAS, countermeasures were put forward, such as strengthening study of policy to create new situation of constructive investment, paying attention to construction of building team to boost ability of builders, strengthening role of communication and coordination to improve the effect of investment management.
