日本围填海对我国废弃物处置的启示

摘  要：
随着我国工业化和城市化进程不断加速,城市产生的废弃物急剧增加,而处理场地越来越难找。本文结合日本大阪港围填海考察经历,探讨我国未来废弃物可选择的处置方式。借鉴日本大阪湾凤凰计划,利用废弃物作为填海材料进行填海造地不失为一个不错的出路,这样既可以解决废弃物的处置问题,又可以形成新的土地。但是,利用废弃物进行填海要做好规划,合理选址,做好废弃物填埋前的分类和处置,加强对进场废弃物的检查和审批,对不同性质的废弃物要进行分区处理,并采取严格的环境保护措施,以避免对海洋环境造成破坏。

摘  要：
The wastes increase rapidly with the development of industrializations and cities,while the disposal place is so difficulty to find.The optional disposition mode of Chinese future waste combining with the experience review of land reclamation in port of Osaka in Japan is discussed.Inspiration from the phoenix plan in port of Osaka in Japan,filling the sea with the waste is a good way,which can solve the waste disposal problem and form the new land.But when we make land reclamation with the waste,we should have a good program,and should select reasonable place,and then should sort the waste before dispose is filled,and should strengthen the examine and approve when the wastes enter into the disposal place,and should zone to dispose according to the different character of waste,and should take strict measures to protect the sea environment.
