摘  要：
分析云南省集体林权流转现状,发现流转中存在的问题:国有林违规转让,公益林非法流转,流转价格过低,天然林流转后管理难度大,存在历史遗留问题,流转不规范,短期行为较多,中介服务不完善等。提出适当时机重启集体林权流转工作,及时叫停国有林权流转,加强公益林流转管理,解决历史遗留问题,逐步建立林权流转指导价机制,加强林权流转机构建设等建议。

摘  要：
The present situation of collective forest right circulation of Yunnan was analyzed,a series of problems were found,such as illegal transfer of state-owned forest,illegal circulation of public-benefit forest,relatively low price of circulation,difficulties in natural forest management after circulation,problems left over by history,improper circulation,too much short-term behavior and imperfect intermediary services. Aiming at these existing problems,some suggestions including restarting collective forest right circulation at the proper time,stopping the circulation of state-owned forest,strengthening the management of public-benefic forest,solving the historical problems,gradually establishing the mechanism of guide price of forest right circulation and strengthening the institute building of forest right circulation,were proposed.
