海洋渔业可持续发展路径研究

摘  要：
传统的基于目标种类的管理方法失败后,渔业专家、学者及管理者又相继提出了基于生态系统的方法来提高渔业的可持续性。基于生态系统的渔业管理方法是必要的,特别是对说明渔业与生态系统之间的关系而言,但其自身却不足以解决导致渔业非可持续发展问题的两个重要因素:渔民的不适当激励机制和常常存在于商业渔业的无效管理。因此,本文认为,当对渔业进行管理时,应更多地关注渔民的激励机制,因为基于激励的渔业管理方法可以更好地说明社区和个人的渔获量及生态系统服务,而且还可与公共研究、监测及有效监督一起促进渔业的可持续发展。

摘  要：
The failures of the traditional target-species management have led many to propose an ecosystem approach to promote the fishery sustainability.The ecosystem approach is necessary,especially to account for fishery-ecosystem interactions,but by itself is not sufficient to address two important factors bringing on unsustainable fisheries:inappropriate incentives bearing on fishers and the ineffective governance that frequently exists in commercial fisheries.The author contends that much greater emphasis must be placed on fisher motivation when managing fisheries,because the incentive-based approaches would better specify community and individual captures and evaluate ecosystem services,and promote sustainable development of fishery that are coupled with public research,monitoring,and effective intendance.
