湖南省疾控机构编制与人员结构现状分析

摘  要:
目的了解湖南省三级疾病预防控制中心(以下简称CDC)的机构编制与人员结构现状。方法采取问卷调查的方式对全省138个CDC进行调查,统计分析机构编制与人员结构的相关指标。结果 1)湖南省三级CDC核定编制数远低于实际在岗人数;2)平均在岗人员数为66人;3)湖南省CDC超编36.0%,市级CDC超编4.2%,县级CDC超编13.1%;4)人员学历层次偏低,专业结构不合理。结论人员超编严重已成为制约CDC发展的瓶颈问题,政府应高度重视并研究解决的办法,给予重新核定编制。

摘  要:
Objective To investigate the staff organization and personnel structure of provincial,city and county CDCs in Hunan province.Methods The relevant information was collected though questionnaire survey to 138 CDCs while indicators for staff organization and personnel structure were analyzed.Results 1)the staff organization number of all CDCs was far lower than the actual number;2)the average number of CDC's staff was 66;3)the provincial CDCs were overstaffed by 36.0%,while city CDCs were overstaffed by 4.2%,and county CDCs were overstaffed by 13.1%;4)personnel structure is irrational.Conclusions Serious over-staff has become a bottleneck problem in restraining CDCs development and must be settled.The government should pay more attention and put forward method for solution.The staff organization of CDCs should be re-checked and ratified.
