基于补偿结构调整的风暴潮灾害损失最小化研究

摘  要：
我国是世界上遭受自然灾害最为严重的国家之一,每年遭受的损失不计其数,但目前我国对灾害损失的补偿机制存在很大缺失。除了对灾害进行准确的预报和采取一定的防范措施之外,损失补偿是实现灾害损失最小化的主要途径之一。本文在充分研究发达国家灾害损失补偿机制工作机理的前提下,针对不同补偿主体的效率水平,提出了构建我国风暴潮灾害损失补偿机制不同补偿主体的合理比例结构,并对该结构的合理性和可能性进行了充分的论证说明。

摘  要：
China is one of the countries the most worst affected by natural disasters in the world, annually suffered countless loss,but right now lack of compensation mechanism for the current disaster loss is a big problem..In addition to more accurate forecasting and preventive measures for the disaster,loss compensation is one of the main approaches to minimize disaster losses.In this paper,on the basis of fully researching the disaster damages mechanism of developed countries,and taking the different efficiency levels of compensation subject into account,it made a reasonable proportion of different compensation subject to build the damages mechanism for the loss of storm surge in China,and then gave a full description to demonstrate the rationality and possibility of this proportion.
