风暴潮灾害损失和经济增长的耦合关系研究

摘  要：
风暴潮灾害给沿海地区人们的生活和发展带来很大影响,如何协调经济增长系统和风暴潮灾害系统的关系对区域社会发展意义重大。本文通过分析风暴潮灾害损失与区域经济增长系统之间的相互作用机制,以2000～2008年沿海5个省份的风暴潮灾害损失及区域经济增长系统共14个指标进行了两者的耦合分析。分析表明,要提高我国沿海区域经济增长与风暴潮灾害损失的耦合协调发展程度,各个区域需要依据各自的经济增长程度,及时采取相应的政策措施进行宏观调控,以实现区域经济增长与风暴潮灾害损失向良性的、可持续的耦合协调方向发展。

摘  要：
Both life and economic development of people who live in coastal cities are often suffer from Storm Surge disaster.How to coordinate the system of economic development and system of Storm Surge disaster is significant issue for regional economy.This paper analyzes the interaction between system of economic development and system of Storm Surge disaster and selects 14 indicators from the two systems.Using sample data ranging from 2000 to 2008 to give an analysis in light of coupled model.The paper shows that in order to enhance the degrees of coupled coordination between system of economic development and system of Storm Surge disaster,all regions need to take the corresponding policies and measures for macro-control,so as to let the economic growth and the Storm Surge disaster to develop in sustainable coupled coordination way.
