摘 要：
利用WTO美国农业国内支持通报,分析了美国1995-2013年农业国内支持水平及结构特征,探讨了美国农业国内支持与WTO规则的一致性,以及对中国农业政策调整完善和多哈农业谈判的经验借鉴。分析表明,尽管美国农业国内支持总水平大幅上涨,但主要是绿箱政策支持的持续稳定增长;黄箱政策综合支持总量有所下降,未超过其最终约束水平,符合WTO规则。黄箱政策以针对特定产品为主,集中指向乳品、食糖、玉米等:绿箱政策则以国内食品援助、一般性服务、脱钩收入补贴等为主。今后,中国农业政策的调整完善应遵循WTO规则,用足用好黄箱政策支持,加大绿箱政策支持,同时应积极推动多哈农业谈判,参与国际农业规则制定和全球农业治理。

摘 要：
Using the WTO notification on agriculture domestic support,this paper analyzes the level and structure of agricultural domestic support for U.S.in 1995~2013.Then this paper discusses the consistency between agricultural domestic support for U.S.and the WTO rules,and the position on the Agricultural Negotiations in the Doha round.The results shows that:1)overall level of agricultural domestic support for U.S.rises significantly due to the Green Box;2)AMS in the Amber Box declines and doesn't exceed its Final Bound Total AMS,which means it complies with the WTO rules;3)the Amber Box for product-specific concentrates to dairy,sugar and corn,et al,while the Green Box concentrates to domestic food aid,general services and decoupling income support,et al.In future,China government reform its agricultural policy should comply with the WTO rules on domestic support,which is full use of the Amber Box and increasing the Green Box.Participation in the WTO rules formulation and global agricultural administration is strategic choice for China to promote the agricultural negotiations in the Doha Round.
