In the prosess of building the modern food system, it's essential to establish the strategic view of which food production serves as a base, food industry as a basic industry, also as the key point in adjusting the rural industrial structure, and the priority is given to the food manufacturing as well. The author draws the foreign experiences, puts forward an idea of"Diabolo"food system, and gives some important recommendations.
