从电子资源超量下载看西部高校知识产权管理现状

摘要：

从电子资源超量下载现象入手,通过网络调查,了解了西部31高校的中外文数据库拥有量与知识产权管理状况,发现西部高校普遍存在知识产权意识淡薄,知识产权政策缺失,对读者的知识产权教育工作开展不足和对侵权行为控制乏术等现象。根据西部高校的实际情况提出了若干对策,最后指出图书馆只有对内加强知识产权管理,对外创造一个有利于数字图书馆发展的法律环境,图书馆事业才能蒸蒸日上。

摘要：

From excessive downloading of electronic resources, the 31 Western universities in Chinese and foreign language database ownership and intellectual property management situation was knew through the network survey. The phenomena has been general discovered in western universities, such as weak awareness of intellectual property rights, lack of intellectual property rights policy, shortage of intellectual property education for readers, lack technique for violations and so on. Some countermeasures have been put forward according to the actual situation in western universities, concludes that only internal strengthening intellectual property management of the library, external creating an enabling legal environment for the development of the digital library will only make our business is prosperous.
