“一带一路”沿线国家的金融扶贫:模式比较、经验共享与中国选择

摘  要：
贫困问题既是庙堂之忧,更是草根之痛。既有理论与实践表明,金融扶贫是帮助贫困人口脱贫增收和降低脆弱性的重要途径,"一带一路"沿线国家在金融扶贫领域进行了诸多探索,并形成了一系列符合本国国情的模式创新。而"一带一路"倡议正好为沿线国家金融扶贫经验交流提供了平台,有利于打造沿线国家共同繁荣发展的"命运共同体"。基于此,本文对"一带一路"沿线国家的金融扶贫模式进行了系统总结,深入分析了其内在的行动逻辑,并立足于当前新时期新阶段中国现实困境,提出了基于"顶层设计——体系完善——精准识别——功能定位——模式创新"完善金融扶贫机制与模式的战略构思。同时,中国金融扶贫实践模式的调整与创新,也将为"一带一路"沿线国家进一步提供有益借鉴,实现合作共赢。

摘  要：
The problem of poverty is not only the worries of government,but also the pains of poor. Both theory and practice show that financial poverty alleviation is an important way to help the poor population get rid of poverty and reduce the vulnerability,thus,the countries along the Belt and Road have explored in the many fields of financial poverty alleviation,and formed a series of innovative model which accord with the national conditions. And "The Belt and Road"initiative provides a platform for the countries to share the experience of financial poverty alleviation,which can help build the fate community of common prosperity and development. Based on this,this article summarized the financial poverty alleviation mode of the countries along the Belt and Road systematically,and analyzed the internal logic of action deeply. Then,based on the new era Chinese dilemma,this paper proposes the strategic conception( top-level design-system improvement-precise identification-functional localization-model innovation) to improve financial poverty alleviation mechanism and mode. At the same time,the adjustment and innovation of Chinese mode of financial poverty alleviation will also provide a useful reference for the countries along the Belt and Road,which can achieve win-win cooperation.
