摘  要：
地方高水平特色大学如何按照"双一流"要求发展,实现自身的建设目标,需要学校统筹谋划,将自身置于世界的坐标中自我审视、自我定位、自我革新、自我提高,以世界一流大学和一流学科的标准为指引,借鉴世界一流大学的成功经验,并结合学校自身情况制定相应的举措,推进学校的建设,实现自我彰显、自我提高。研究在比较分析的基础上,以上海海洋大学为例,结合学校发展的实际,简述学校在"双一流"建设中的战略设计与发展策略。

摘  要：
How to develop a local high level characteristic university in accordance with the requirements of "double first-class" and achieve its own construction goals requires the universities to make overall plans,and places itself in the coordinates of the world,self-examination,self-positioning,self-innovation,self-improvement.The standards of universities and first-class disciplines are guidelines,drawing on the successful experiences of world-class universities,and formulating corresponding measures in light of the school′s own situation,promoting the construction of schools,achieving self-expression and self-improvement.Based on the comparative analysis,this paper takes Shanghai Ocean University as an example,and combines the actual development of the university to briefly describe the strategic design and development strategies of the school in the construction of "double first-class".
