兴边富民工程是西部大开发总体战略中启动的一项边境开发工程,该工程的实施,对于富民、兴边、强国、睦邻,巩固边疆,起到非常重要的的作用。该文在总结云南省实施兴边富民工程取得的成绩、存在困难的基础上,论述了实施新一轮兴边富民工程的必要性、实施思路及其战略重点,最后提出了实施新一轮"兴边富民工程"的保障措施。

摘  要：
"Thriving Border Area's Economy and Enrich Local People Engineering" is a border area development engineering for implementing the general strategy of developing the western part of China.Its implement will play a very important role in thriving border area economy,enriching the local people,having good relationship with neighborhood,strengthening countries power and consolidating border defense.On the basis of summarizing the achievements of Yunnan Province and the existing difficulties,this paper expounds the necessity of implementing the new round "Thriving Border Area's Economy and Enrich Local People Engineering",the implementing thoughts and its strategic keystone.Before ending,it puts forward the ensuring measures for implementing the new round "Thriving Border Area's Economy and Enrich Local People Engineering".
