摘  要：
The paper sums up the main experiences and lessons of Jiangsu Province in utilization of the loan granted by the world bank for the enhancement of implementation and management of the agricultural project of irrigation, evaluates the benefits obtained in the project and offers some successful experiences in utilization of foreign capital for the comprehensive exploitation of agricultural resources and development of rural economy.
