中国特色国家公园体制特征分析

摘  要：
梳理了中国国家公园的主要特征,提出和分析了"中国特色国家公园理论"的理念和内涵。重点阐述了中国发展进入新时代后以生态文明思想为指导,针对人口庞大、地理独特、历史文化丰富、生态系统脆弱等特殊国情,借鉴国际经验,继承中华优秀文化,总结试点和实践经验,开展国家公园和自然保护地改革运动,形成以国家公园为主体、自然保护区为基础、各类自然公园为补充的自然保护地体系的改革路径,提出了建议措施。

摘  要：
With hackling the main features of national parks in China, this article put forward and analyzed the concept and connotation of the National Park theory with Chinese characters. According to the special national conditions of large population, unique geography, rich history and culture, fragile ecological environment, China initialed reform of the national park construction and natural protected area guiding by ecological civilization theory of the new development era based on international experience and splendid Chinese culture, eventually forming the reform path of natural protected area system which was dominated by National Parks, based on nature reserves and supplemented by natural parks. With emphasis on introducing the developing process of national park construction and natural protected area reform, this paper offered proposals of the reform path of natural protected area system.
