突发性环境污染事件应急联动系统的构建与研究

摘  要:
针对我国不断发生重大突发环境污染事件当前的环境形势,提出了以联动服务平台为核心的突发性环境事件应急系统。该系统在整合和利用现有应急条件的基础上,采用现代信息等先进技术,建立成为集通信、指挥和调度于一体,高度智能化的应急指挥调度系统。通过该系统的建立,使得突发性环境污染事件的应急管理工作逐步走向科学化、系统化和规范化。

摘  要:
In accordance with the current situation that the sudden serious environmental pollution incidents continuously occurred in China recently,we put forward a joint emergency response system based on the core technique of computer joint service platform.Moreover,an emergency dispatching and scheduling system was constructed on the basis of the existing emergency treatment condition,which unites communication,command and dispatching into an integrated whole,and it has the function of high-intelligent.Through the establishment of the system,the emergency treatment management of sudden environmental pollution incidents in China will be realized step by step towards more scientific,systematization and standardization.
