近年中国食糖进口特点、原因及对策建议

摘  要：
近年来,在内外价差直接驱动下,中国食糖进口过度增长,对国内食糖产业造成严重损害。而造成糖业困境的主要原因是中国糖业基础竞争力先天不足、关税保护水平低,随着国内成本上升和进口对国内糖价持续打压,食糖产业生存艰难。必须立足当前,着眼长远,从提升竞争力、加强国内支持、坚守保护空间、实施贸易救济等多方面着手,为食糖产业安全提供保障。

摘  要：
In recent years, directly drove by the price gap of domestic and foreign sugar, sugar imports increased excessively in China, which brought obvious injury to domestic sugar industry. The main reasons caused this predicament were that the basic competition power of domestic industry was inadequate and the tariff protection was insufficient. With domestic production cost increasing and the impacts of imported sugar on domestic sugar price intensifying, domestic sugar industry will be hard to develop even survive. Necessary measures considering both current and future situations should be taken to protect domestic sugar industry security, such as increasing competition power, enhancing domestic support, securing reasonable protection space, launching trade remedy, etc..
