当前中国食糖产业发展困境及适用政策选择

摘  要：
当前中国食糖产业发展面临困境,糖料种植和食糖生产的成本不断提高。同时,国际食糖市场供给充分、价格低迷,国内外食糖价差不断扩大,国内食糖成本与国际食糖价格之间的空间越来越小,甚至有倒置的趋势。中国糖料种植面积已连续3年大幅减少,食糖产业面临生存危机,为稳定食糖产业发展,迫切需要出台相关扶持政策措施。讨论了糖料直接补贴、糖料目标价格保险以及糖料目标价格补贴政策的优点和可能面临的挑战,认为应尽快实施糖料目标价格补贴政策,同时实施一揽子配套的政策措施,以切实保障国内食糖产业的稳定发展。

摘  要：
At present,China's sugar industry is facing development dilemma,cost of sugar crops planting and sugar production continue to increase.At the same time,domestic and international sugar spread continue to expand with adequate supply and low price in international sugar market,the gap between domestic sugar cost and international sugar price is more and more small,and even has an inverted trend.In China,sugar crops planting area has been significantly reduced for three consecutive years,so that sugar industry is facing a survival crisis,and related support policies and measures is an urgent need to formulate to make sugar industry develop steadily.The authors discussed the advantages and potential challenges of sugar crops direct grant,sugar crops target price insurance and sugar crops target price subsidy,and pointed out that the sugar target price subsidy policy and a package of supporting policies and measures should be implemented to ensure the stable development of domestic sugar industry.
